Build Influence and Improve Relations Before annexing a puppet vassal, it’s important to build a strong influence over a puppet vassal.
Diplomatic Annexation Process
This is the easiest & simplest way to annex a puppet vassal. To do this, you must first have a positive relationship with the puppet. You can improve your relationship with the puppet by trading with them or granting them military access.
Once you have a positive relationship with the puppet, you can open the diplomatic lens and click on the “Annex Subject” tab. This will bring up a list of all of your puppets. Select the puppet that you want to annex and click on the “Annex” button.

- The puppet must not be a great power than yours.

Once you have enough military power, you can declare war on the puppet by opening the war screen and clicking on the “Annex Subject” tab. This will bring up a list of all of your puppets. Select the puppet that you want to annex and click on the “Add War Goal” button. You will need to have enough military power to defeat the puppet in battle.
